The Council of Ministers has established a new municipality named Ras Al-Tabl under the authority of the Ministry of Local Government. The municipality's administrative boundaries follow those approved by the Ministry. The decision took effect immediately upon issuance on 25 May 2022.

The Council of Ministers establishes a unified salary scale for employees of the National Center for Crisis Management. The scale covers 14 grades with monthly salaries ranging from 820 to 4,700 LYD, plus standardized allowances. Annual increments and promotion requirements are specified for each grade.

The Council of Ministers authorizes the Ministry of Finance to directly contract with a technical consulting company to provide a comprehensive system for unifying financial procedures. The contract must follow Administrative Contracts Regulations and is effective from 25 April 2022.

Prime Minister Dabaiba reinstates a 2013 Cabinet decision granting salary increases to Libyan national employees at NOC and its subsidiaries. This overrides a 2019 decision by the Government of National Accord that had suspended or modified the salary increase provision.
