Decision No. 175 of 2022: Emergency Fund Allocation for Ambulance Service
The Council of Ministers allocated LYD 15 million from emergency expenditures to settle outstanding payments owed by the Ambulance and Emergency Service to suppliers who provided ambulances and medical supplies in 2020. All listed projects were completed at 100% but contractors remained unpaid for approximately two years.
This decision confirms chronic payment delays in Libya's public sector, even for completed deliveries. Foreign suppliers and contractors should expect 18-24 month payment cycles or longer, regardless of contract completion. The decision demonstrates emergency budget mechanisms exist for settling arrears, but these are discretionary and unpredictable. Companies supplying vehicles, medical equipment, or providing services under government contracts must structure financing and cash flow accordingly.
