National Program for Artificial Intelligence and Digital Transformation Established

The Council of Ministers has established a National Program for Artificial Intelligence and Digital Transformation with legal personality and independent financial liability. The program, subordinate to the Government Communication Center, is mandated to enhance government efficiency through AI, develop digital infrastructure, build AI capacities, and establish partnerships with private sector entities including international technology companies. Funding will come from existing Government Communication Center allocations.

This creates a formal institutional framework for foreign technology companies and systems integrators to engage with Libya's digital transformation agenda. The program explicitly authorizes partnerships with international companies specialized in AI technologies, provided compliance with existing legislation. Foreign firms in cloud computing, enterprise software, telecommunications infrastructure, data analytics, and AI development should monitor implementation as the program lacks dedicated funding and relies on existing budgets, which may constrain procurement capacity. The direct supervision by the Minister of State for Communication and Political Affairs provides a clear government counterpart for partnership discussions.
