Decision 873/2023: Regulation Guide for Maritime Sector Activity Licensing Instruments

The Minister of Transport adopted a regulatory framework governing licensing and permits for maritime sector activities and services. The decision establishes standardized definitions, permit procedures, and authorized practice instruments for entities operating in Libya's maritime and port sectors. Effective immediately from July 27, 2023.

Foreign maritime operators, port service providers, and logistics companies must now comply with this formalized licensing framework when conducting business in Libyan ports. The regulation clarifies permit requirements and creates a structured approval process through the Ports and Maritime Transport Authority, reducing previous regulatory ambiguity. Companies without proper practice permits risk non-compliance, while the framework may streamline entry for properly documented operators.
