Organizational Structure of the Commercial Registry Authority

The Council of Ministers approved the organizational structure for Libya's Commercial Registry Authority, establishing four main departments and eight offices. The structure defines responsibilities for company registration, foreign branch registration, documentation, and administrative functions. This implements the operational framework for the Authority originally established under Decision 103/2022.

This decision operationalizes the Commercial Registry Authority with clear departmental structure for processing foreign company registrations and branches. Foreign investors now have defined counterparts for registration procedures, including a dedicated Department of Companies handling foreign branches and representative offices. The establishment of standardized databases and procedures should improve registration transparency, though execution quality will depend on staffing and system implementation.
