Decision 888/2023 on Executive Regulations for Labor Relations Law 12/2010
The Council of Ministers amended promotion and seniority calculation rules for public sector employees in grade 11 and above. The minimum period for promotion from grade 11 upward is now set at four years, and prior work experience in similar positions counts as notional seniority for grade placement purposes, submitted once only upon or after appointment.
This primarily affects public sector employment administration and has limited direct impact on private foreign investors. However, companies with Libyan joint ventures involving government entities, or those hiring former public sector employees, should note the seniority recognition provisions when negotiating employment terms. The regularization of employee situations may create administrative delays in government agencies during implementation.
