Minister of Transportation Decision No. 381/2025 Adopting STCW Convention Implementation Regulations

The Ministry of Transportation has adopted comprehensive implementing regulations for the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW78) and its amendments. This supersedes Decision 299/2020 and establishes detailed requirements for seafarer training, certification, medical fitness, and watchkeeping standards applicable to vessels operating under Libyan jurisdiction.

Shipping companies, offshore operators, and maritime service providers operating in Libyan waters or employing Libyan-flagged vessels must ensure full compliance with STCW78 standards. This includes crew training programs, certification procedures, and medical fitness requirements. Non-compliance may result in vessel detention, crew disembarkation, or operational restrictions. Companies should audit existing crew qualifications and training programs against the new implementing regulations to identify gaps requiring immediate remediation.
