Decision No. 613 of 2022 on Adoption of Memoranda of Understanding with Palestine

The Council of Ministers adopted five memoranda of understanding signed between Libya and Palestine covering political consultation, visa exemptions for diplomatic passport holders, technical cooperation, labor employment, and economic-commercial-technical cooperation. The decision entered into force on June 29, 2022.

This decision has minimal direct impact on foreign commercial operators. The labor MoU could marginally affect Palestinian workforce flows into Libya, but does not change conditions for third-country nationals or alter general labor market access rules. The economic cooperation MoU signals bilateral trade facilitation between Libya and Palestine but does not create new commercial frameworks applicable to foreign investors.
